Speech at Protest Japanese PM¡¦s Visit to Canada by Thekla Lit, Co-Chair of Canada ALPHA (Association for Learning & Preserving the History of WWII in Asia)
June 28, 2006
As a Chinese Canadian I am very proud to see that a few days ago, our Prime Minister Stephen Harper formally apologized in the Parliament for the imposition of a punitive head tax on Chinese-Canadian immigrants between 1885 and 1923 and for the subsequently Chinese Exclusion Act from 1923 ¡V 1947. This is the most important step towards reconciliation and justice for Head Tax families as well as for Chinese Canadians.
I applaud Prime Minister Harper for his leadership in this redress issue and I urge Mr. Harper to advise the visiting Japanese PM, Koizumi to make similar move, that is to pass an apology resolution in the Japanese Parliament to all victims of atrocities committed by the Japanese Imperial Forces against people of Korea, China, the Philippines and other Asian countries before and during WWII.
In fact, during the visit to Asia in May this year, the UN Secretary-General Kofi Annan has also advised Japan to follow what Germany has done in facing up with its war responsibilities because only then will Japan be able to improve the bilateral relations with its neighboring countries.
The Japanese government repeatedly claimed that they have apologized for many times and even asked how many times will be considered enough. I must point out here that for over 60 years after WWII, it has never been able to pass an apology resolution nor to offer compensation to its war victims in the Japanese Parliament.
Even under strongly protest from its neighboring countries, Prime Minister Koizumi continues to pay homage to Yasukuni Shrine which is a symbol of Japanese militarism and where Class A, B & C war criminals are enshrined.
By whitewashing their history textbooks, the Japanese government also denies the opportunity for younger generation in Japan to learn the truth of Japan¡¦s invasion and atrocities during the 15 years of war in the Asia Pacific.
In recent years, Koizumi and his government have been pursuing to weaken or even abandon Article 9 of the Japanese Constitutions.
I was born after the war, but as a Chinese Canadian, I learned from my parents the horrendous situation they and other people of the victimized countries had gone through during the invasion of Japan.
I therefore urge that our Canadian government should not support Koizumi¡¦s plan in changing Article 9. Instead, as an ally to Japan, Canada should advise Koizumi to do the right thing ¡V stop visiting Yasukuni Shrine and deal with its war responsibility in a sincere manner by passing apology and compensation resolution to properly redress its war victims in the Japanese Parliament.
(This speech together with its Chinese translation was published on the Bilingual Forum of Ming Pao Daily, Western Canada Edition on July 3, 2006.)
